Zakah for Marriage

Regarding using Zakah to pay for your cousin's marriage expense, in the opinion of our scholars, zakah can be given to the poor and needy, and it can also be used to pay off someone's loan.
 
Marriage expenses are not really a necessity. A marriage can be done with very little expense. Therefore, it is not really essential to pay Zakah for expenses that are really rooted in cultural/traditional expectations rather than necessities.
 
On the other hand, if your cousin is needy and poor then there is no problem in giving your cousin zakah; then, it is up to your cousin to spend that money for any of his needs, including marriage.
