Answer to Q.2:
As a general note, there are no rules in Sharia to instruct us to stop or to continue reading the Qur'an when we are asked to do Dua. If you continue reading the Qur'an it is not to disrespect the request for Dua and if you stop reading the Qur'an to do Dua it is not because you are not mindful of the respect of the Qur'an. I personally prefer to answer to the request of a person to do Dua even if I am reading the Qur'an. I personally think this is closer to the role model of the Prophet (pbuh).
However within the context that you are asking the question I would also like to emphasis that there is no concept of Isal e Sawab in Islam. This is a completely man made concept and is based on an assumption that is opposite to what we learn from the Qur'an, where we read:
"man shall have nothing but what he strives for" (53:39)
There is however nothing wrong with doing Dua and asking God to forgive the person. Therefore in this particular context one needs to refrain from reading the Qur'an intending Isal e Sawab and to participate in the Dua just like the Prophet (pbuh) and his companions used to do.
