Please clarify for me if Muslim women can touch and recite the Holy Quran during their periods?

Many thanks for your query. In the opinion of our scholars touching the Qur'an whilst having periods is permissible. Qur'an is handled by non-Muslims in book shops and libraries and also given as a gift, as part of dawah to non Muslims. No stipulation is made about making ablution prior to reading it or not touching or reading it during periods.
Reciting Quran during periods is also permissible. There is no reliable directive in Qur'an or Hadith to suggest otherwise. It is possible that because of the immense respect that we have for Qur'an, individuals may not feel comfortable to touch the lines of the Qur'an whilst having periods.
It is only physical religious acts like Fasting, prayers and circumambulating of Kaaba which cannot be performed during periods.
